Itterate over all groups and repos.
List all repos as a todo list with the task scan for workflow and scan for secrets in each.
List all repos that use secrets instead of the in gitea 1.26.0 added permission sets.
Do rework the workflows for all those tasks with permissions.
Do produce a list of secrets for removel.
